Department – Resolution Strategy Operations and CASS

Salary - National (Edinburgh and Leeds) ranging from £67,100 to £100,000 and London £73,700 to £110,000 per annum (Salary offered will be based on skills and experience)

Supervision, Policy and Competition (SPC) focuses on market participants and cross market themes with all work contributing to the FCA’s strategic and operational objectives and leading on most of the 3 year strategic business priorities.

Resolution Strategy Operations and CASS ReSOC leads the FCA's drive to continually improve the protection afforded to client assets, thereby increasing consumer protection and strengthening market integrity. They do this by assessing risk and carrying out data analysis, as well as supervising firms' compliance with the Client Assets Sourcebook.

What Will You Be Doing

As a Technical Specialist you will be responsible for identifying risks and recommending supervisory strategies to ensure firms’ compliance with the Client Assets Sourcebook (CASS) and mitigate harm. This includes working with firms that pose a high risk of harm to consumers and the FCA’s objectives when they are failing or at risk of failure.

Other Aspects Of The Role Include

  • Being at the heart of developing the CASS strategy for firms holding client assets, including for emerging business models and firms which are failing or at risk of failure
  • Identifying, prioritising and mitigating CASS risks, including delivering effective strategies for the supervision of firms holding client assets
  • Quality assurance of assessments and other casework, including providing technical advice on complex CASS issues
  • Engaging and influencing a range of senior internal and external stakeholders, including regulated firms
  • Leading projects and providing thought leadership, mentoring, coaching and training staff on technical CASS issues arising in different regulated firms and sectors

Minimum

  • Experience of financial services regulation whether from working at a regulated firm providing CASS oversight, supervising one or acting as an advisor to regulated firms
  • Demonstrable Experience of using the FCA’s Client Assets Sourcebook (CASS) and its application to regulated firms

Essential

  • Strong judgement and the ability to identify, prioritise and mitigate CASS risks, including for emerging business models and where firms are failing or at risk of failure
  • Ability to communicate subject matter clearly and with credibility to all levels of staff and stakeholders (both internal and external to the organisation)
  • Ability to build a strong network across the organisation to deliver technical advice and question on a range of complex CASS issues and risks
  • Team player who shares knowledge, and inspires others to develop skills and capabilities
  • Excellent delivery capability with the ability to prioritise and manage multiple workstreams to tight deadlines
  • Resourceful: delivers greatest public value for our money - constantly looks for improvement opportunities in relevant processes to drive better, quicker or more cost-effective outcomes
  • Proven ability to understand and translate complex technical CASS issues and communicate clearly (both written and verbally)
