Your new role


In this exciting role you will be responsible for supporting delivery of all HSE requirements at the TMC and associated outstations/maintenance/office/storage facilities with embedding HSE strategies and polices for Compliance and Governance.


Specifically, you will be responsible for the following deliverables:

  • Support the local management team in developing and embedding suitable and sufficient processes to ensure the health and safety of employees and the environment are not adversely affected by business activities
  • Collective responsibility for all HSE related KPIs. Produce schedule-related KPI’s as required by the TMC and HSE department.
  • Supporting stakeholder management, internal, external and customer relationships
  • Be a leading example of the HRUK mission, vision and values.
  • Providing HSE leadership at a strategic level, identifying areas of improvement and assisting with their implementation.
  • Evaluating all current and new compliance regulations, reviewing company processes, and leading a team of HSE Advisors.
  • Management of complex risks to reduce likelihood of harm and to ensure regulatory compliance.
  • Coordinate with different department managers to review all departmental compliance policies, developing and applying HSE processes e.g. risk assessment, accident and near miss investigation, environmental incident investigation.
  • Co-ordinate investigations into accidents, incidents and near misses.
  • Engaging and collaborating internally to share best practice and ideas, seeking opportunities for improvement and innovation.
  • Sharing best practice and lessons learnt with the wider HSE teams to ensure control measures are effective across the whole organization
  • Lead the delivery of Technical, Operational and Safety Training, and Competency Assessment activities to meet required programmes
  • Providing HSE input for problem resolution and pro-active guidance, helping to support and maintain company standards.
  • Design and monitor control systems to deal with violations of legal rules and internal policies.
  • Regularly assess the efficiency of control systems and recommend effective improvements.
  • Review and evaluate company procedures and reports to identify hidden risks or common issues, sharing of best practice and reporting trends, and areas of concern within the Business.
  • Ensure that both normal processes and reactive/novel processes are well controlled.
  • Implement and manage periodic audits on company procedures and processes.
  • Coordinating the Management of all internal checking processes such as safety and environmental campaigns, internal audits and inspections, control of contractor inspections, in – process checks,
  • Audits and reviews are undertaken in a timely manner and effective reports generated with actions raised and tracked to closure. Support external audits where required
  • Prepare all required reports for inclusion in internal and external reviews and be a core member of site audit teams (internal and external).
  • Provide support for the ongoing development and maintenance of the competence framework as part of the CMS System
  • Own, develop and maintain processes and tools for assessing competence against the competence frameworks.
  • Establish safety, compliance and competence training requirements for UK TMC Staff and management and commission courses and other interventions accordingly. Link in with colleagues in L&D and wider safety team as required.
  • Ensure competence levels are correct, reflect Subject Matter Expert feedback and best practice, and support the organisation on its journey to greater technical, safety and competence maturity.
  • Run periodic HSE meetings on your site, and ensure the development of effective HSE, Training and assessment plans to address current trends and strategic business requirements.
  • Attend and be involved in the wider HSE group meetings and offer assistance to other TMC’s and outstations as and when required.
  • Support the local management team in liaison with trade unions and external bodies such as TOC’s and external auditing bodies.
  • To undertake any other reasonable duties and responsibilities as may be required


About You


The ideal candidate will possess the following skills and experience:


  • Educated to NEBOSH Diploma level or equivalent and NVQ Level 5/6 in health and safety practice or working towards
  • Chartered member of IOSH or Graduate member working towards Chartered
  • Environmental awareness having achieved or will to work toward practitioner status of the IEMA
  • Excellent communication and presentation skills along with excellent internal/external stakeholder management
  • Significant experience of managing HSE within engineering and operational railway environment(s)
  • Experience of developing and implementing HSE strategy, policies and procedures
  • Experience of supporting training and competence frameworks
  • Significant experience of managing a diverse multi-discipline team
  • Good level of interpersonal and influencing skills.
  • Time management and self-organization ability.
  • Good working knowledge of Microsoft IT packages (Excel, Word & Power Point)
  • Knowledge of using business tools (safety management systems and Standard operating procedures)
  • Defining Internal check plan(s) to be undertaken and a timetable for the plan
  • Sound knowledge of ISO: 14001 and ISO: 45001, with experience in carrying out the internal audit process.
  • Directing the work of others who are involved in the detailed scheduling of the Internal checking plan(s)
  • Ability to promote culture change to encourage healthy and safe working practices
  • Knowledge of all relevant HSE standards relevant to the work environment / activities
  • Familiar with project management methods and techniques
  • Complying with legal responsibilities under various safety and environmental legislation.
  • Management of health, safety and welfare of staff under your direct control.
  • Ensure there is no harm to customers, colleagues, contractors or the general public, by ensuring correct supervision of activities within your control.
  • Ability to Identify and eliminate hazards and unsafe acts.
  • Ensuring safety standards connected with the management of operations across the TMC(s), outstations, maintenance facilities, offices etc. are maintained, and must ensure all safety and audit targets are met for your function.
