12 months fixed term contract – full time (Birmingham based with travel to London site)


The Financial Reporting Council (FRC) mission is to serve the public interest by setting high standards of corporate governance, reporting and audit and holding to account those responsible for delivering them. We are the UK Competent Authority for audit. We also set the UK Corporate Governance and Stewardship Codes as well as UK standards for accounting, auditing and actuarial work, and monitor and take action to promote the quality of corporate reporting and operate independent enforcement arrangements for accountants and actuaries. This role exists within the HR department of the Corporate Services Division. The HR function enables the organisation to deliver it’s business objectives in line with managing public money and risk through expertise in people policies and processes, building organisational capability, supporting the organisation to change and transform, building on inclusive and healthy workplace culture and investing in talent acquisition and development.


The role involves:

  • Review FRC’s approach to leadership development ensuring leadership capability is built at all levels of the FRC.
  • Support workforce planning processes and conversations by establishing a skills baseline and lead on the development of career pathways for FRC core professions
  • Develop FRC talent processes to enable managers to identify and develop early and emerging talent at the FRC.
  • Support the introduction of a new learning platform for the FRC and lead on the development of e-learning content in relation to core and soft skills.
  • Design and deliver content relating to FRC’s future leaders/emerging leaders’ programme.
  • Support the design and delivery of new learning bitesize products enhancing the current L&D curriculum in relation to core and soft skills
  • Design and deliver training for line management to support FRC leadership capabilities and values and behaviours
  • Design and deliver training materials to align with FRC’s approach to Diversity, Equity and Inclusion.


The Person:

  • Experience of working with managers to identify and develop talent
  • Experience of working with leaders to baseline skills for professional groups
  • Experience of developing an approach to building capability of all levels of the FRC
  • Professional qualification in relation to HR, leadership and management and organisational development

The role is based in our central Birmingham office. The post holder should be able to work flexibly to support the team’s activities and also provide cover within the FRC as necessary. The FRC operates a hybrid working arrangement with its workforce. The FRC operates a hybrid working arrangement, with a expectation that 40% of a person's working time will be located at one of our offices per week, with precise arrangements to be agreed between the employee and the line manager.
