Description

The London office of AFME is seeking a Manager to report to the Director, Head of Secondary Capital Markets and Wholesale Investor Protection.

This is a technical policy role which sits within AFME's Capital Markets Division.

The resource will:


  • work together with members of key MiFID working groups and committees to develop the AFME wide position on a wide spectrum of secondary capital markets and wholesale investor protection topics, with a focus on cross-asset matters.


  • carry out policy analysis and draft policy material (eg consultation responses, position papers, briefings), to advance AFME's secondary capital markets and wholesale investor protection policy and advocacy strategy.

  • run key cross-cutting secondary capital markets and wholesale investor protection working groups.


Key files include proposals within the UK Wholesale Markets Review, the UK Investment Research Review, the EU MiFIR/D Review, the EU Listing Act and the EU Retail Investment Strategy.

Key topics include market structure, transparency, market data, transaction reporting, order execution, investment research, investor protection.

Our Capital Markets Division

On behalf of our member firms, AFME's Capital Markets Division promotes growth and development of the EU and UK primary and secondary equities and fixed income securities markets from an AFME Policy standpoint.

This Division leads, among other things, key MiFID committees and working groups, actively monitoring and analysing all EU and UK regulatory developments relating to market structure, transparency and conduct of business/investor protection matters, including development and advocacy strategic priorities, cross-asset class collective initiatives and responses to policy-maker proposals.

With a pan-European mandate, the Capital Markets Division support member committees and groups comprised of business leaders from our member firms. AFME, on their behalf, facilitates regular, frequent and constructive dialogue between members and legislators, policymakers, central banks and other officials across the EU and UK.

In all Capital Markets Divisions, AFME staff work to address market issues by facilitating consultation with key stakeholders, including the UK Financial Conduct Authority, UK HM Treasury, the European Commission, Member State governments, European Parliament, National Competent Authorities, corporates, investor groups, and trading platforms.

All Capital Markets Divisions aim to build consensus within the industry and act as a bridge between market participants and the above stakeholder groups.

Key Responsibilities

Policy analysis and policy drafting

  • Leading on the development of policy positions, and contributing to the advocacy of those positions, with the overall goal of maintaining and raising further AFME's leadership role in all EU and UK market structure, transparency and investor protection (MiFID) issues across asset classes.

  • Keeping abreast of key developments in both the EU and the UK in relation to MiFID, to contribute to the team's horizon scanning and MiFID strategy.

  • Policy research and analysis, which may be both qualitative and quantitative in nature.

  • Policy drafting, which will include, for example, briefing note, position papers, responses to consultation papers and reports.

  • Legal drafting.


Oversight Function
  • In a supporting role, overseeing the policy work of the equities, fixed income and investor protection teams with a view to develop an aerial view of the key policy issues in each team (and relevant working groups and committees), to ensure timely identification of emerging and/or cross cutting issues and successful information flow across teams.
Secretariat Function

  • Working closely with the Chairs of our MiFID groups to define the priorities of each group and outline relevant strategy.

  • Agenda setting for key MiFID working groups and committee, taking notes and maintaining relevant action logs.

  • Ensure the timely dissemination of key information and documents to MiFID groups.


Advocacy
  • Work with AFME's Advocacy Division to help ensure well-coordinated approach to translation of policy positions into advocacy communication
Events
  • Work with advocacy and events teams to identify content for European and London-based AFME conferences and events, whether in-person or virtual

Skills, Knowledge and Expertise

Key competencies

Essential:

  • Given the multifaceted nature of the Secondary Capital Markets and Wholesale Investor Protection team, strong organisational skills in managing the daily workload and an ability to juggle multiple priorities at the same time (and to re-prioritise as needed) are crucial.

  • An ability to function effectively in a challenging, fast-paced and professional team environment

  • An ability to work collaboratively, and inclusively, with internal and external stakeholders.

  • Technical rigour and attention to detail with a critical mindset.

  • An ability to present complex issues in a simple manner both in writing and verbally.

  • Exercising good judgement and, in particular, an ability to identify emerging risks and escalate to line manager accordingly.


Knowledge & experience

Essential:

  • Working knowledge of wholesale capital markets.

  • Experience of delivering projects, with appropriate support or input from other team members.

  • Experience of stakeholder management.

  • Educated to degree level, with a financial regulation/policy/legal background.


Desirable:

  • Some knowledge of MiFID

  • Fluency in a European language other than English.
