Parking Asset Manager

Salary: £41,360 £46,050 per annum

Full time 35 hours per week

28 days annual leave

Purpose of post:

To assist and lead in the continuous development, improvement and support of the City of London Corporation’s Environment Department Parking and Traffic Enforcement Service assets within the context of:


  • The Environment Department’s business plans and other business requirements that may arise.
  • Local City and government guidelines, the Environment, Transportation, Parking and Traffic policies, legislation, Codes of Practice, Statutory and Operational Guidance and the City of London’s policies and procedures.
  • Value for money, modernisation, efficiency, productivity, and quality related agendas that directly relate to the Parking and Traffic Enforcement Service, departmental business risk position and Transport Strategy.
  • Corporate policies relating to the management, security, and quality of the departmental assets.
  • Current and proposed legislation in relation to parking and traffic enforcement.


Be accountable for the effective performance and efficient service delivery by both in-house teams and contractors, ensuring that statutory and contractual requirements are met, a quality service is provided, and the value of the Corporation’s assets is maintained.


Continue to utilise existing solutions, to enable the planning on all elements of the service, its contractors and car parks service, providing constructive quality assurance. Identify areas of potential improvement to the business through the use of intelligence data and analysis capabilities.


To identify and implement systems, policies and standards which ensure all elements of the service are processed in accordance with the law and the City’s policies and protect the security and integrity of income streams and controlled expenditure.


Strategically develop produce and lead on the reporting of the car parks service periodically to the management team (including the Contracts Manager/ Assistant Director of City Operations)


Main duties & responsibilities:

Develop continuous improvement, controls, and best practice: To assist in the strategic development, improvements, maintenance and support of the City of London Corporation’s Parking and Traffic Enforcement Service and Departmental parking assets.


Respond to planned, ad hoc or business critical changes or projects both within the Environment Department and beyond.


  • Defining and implementing enhanced processes for financial management of the parking asset and services for both expenditure and income
  • To collaborate, assist and support corporate and departmental initiatives which relate to Traffic and Parking Enforcement Service.
  • To aid and input directly to the development of and produce business intelligence reporting to aid in the strategic development of the service.
  • Ensure car park assets portfolio remains statutory compliant. This is to be tracked, managed, and reported.


Project management:

To support, whilst ensuring the policies and governance are followed, any project relating to the parking and car parks service, including: -

  • To liaise with the Contracts Manager and Policy & Projects team on changes to traffic controls, bays & restrictions within the any of the on-street and off-street parking assets.
  • Prioritise workstreams related to all parking assets across the Parking Service and Environment Department.


Change management / Quality assurance: Apply a structured change management approach and methodology for the people and system impacts of projects and other priority focus/aims. Additionally provide quality assurance for overall integrity of processes and data flows of core processes, contributing to the development/updating of relevant documentation

Work with the Senior Managers in relation to Business planning, continuity, and outcomes.


  • Compile and contribute to annual reports and briefing notes by providing information on systems, audit, procedural or other enhancement/projects delivered during course of work to demonstrate continuous improvement of service.
  • Aid and drive upskilling of staff in reference to financial control and/or data management for the service.
  • Work towards a process for formal accreditation/recognition for the parking portfolio.

Collaboration and Communication: Work with Senior managers, staff, and other City of London internal stakeholders


  • To contribute to a communications strategy including Parking Enforcement Plan and subsequent reviews including, for example: Annual Parking Reports.
  • Actively seek to implement the City of London’s Occupational Health and Safety Policy in relation to the duties of the post, and at all times give due regard to the health and safety of both themselves and others when carrying out their duties.
  • Be accountable for the effective performance and efficient service delivery by both in-house teams and contractors, ensuring that statutory and contractual requirements are met, and a quality service is provided, and the value of the corporation’s asset is maintained. Management contracts include but are not limited to, Building Repairs & Maintenance, Security, Lifts & Cleaning.
