Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

In recent years the level of complexity and interdependencies across the Transpennine Route Upgrade (TRU) have led to the need for a new Enterprise approach, which places integration at the heart of the delivery strategy.
Whilst TRU represents the single largest programme of works within Network Rail and second only to HS2 on a national railway scale, the success of TRU is dependent on a number of adjacent or interfacing projects, for which the TRU Enterprise Management Team are not accountable.
TRU is also leading the way in digital railway transformation for the North by introducing European Train Control System (ETCS) signalling technology. ETCS will replace traditional lineside signals with a digital technology on a screen inside train drivers’ cabs, which will increase frequency and reliability of trains.
The Programme Integration and Digital Railway Directorates have created an exciting new Programme Controls Manager (PCM) role which has been established to support both the Programme Integration and Digital Railway Directors in d eveloping effective programme and project controls by providing analytical support and coordinating a programme of communication with multiple stakeholders.
The ideal candidate should ideally have some experience of working on medium to large complexity, multi disciplinary Renewals and Enhancements projects in heavy rail. They should be pragmatic and flexible and able to support a team in an Enterprise environment.

Some of the key accountabilities of this role are:
- Management of the TRU Programme Integration Director (PID) Review Reporting process, which includes
- Management of inputs into reporting pack by key contributors for :
- Programme Key Outputs.
- Programme Interfaces.
- Programme Development Portfolio.
- Management of Programme Integration Director Review meetings, including action generation & management of post-meeting report amendments.
- Liaise with other PMO functions to act as interface for integrations and provide key information to cadence reporting chain for exec teams.
- Support Programme managers in the implementation of efficiencies into programme reporting cadence, i.e. project managing the development of live performance reporting in Power BI integrations teams.
- Management of key milestones within integrations programme, providing evidence to route functions for completion.
- End to end management of actions for programme integrations team.
- Provide support to Programme managers for change control processes.
- Ensure key function reporting timelines & architecture documentation is kept up to date.
- Provide support and training to colleagues to aid professional development
- Development of a new role in undertaking typical PCM duties supporting the Digital Railway Director.
- Provide expert technical knowledge and service in relation to undertaking the ‘control a phase’ elements of the project and programme lifecycles.
- Lead the evaluation process on all aspects of the project/programme performance to determine the key causes of variance from the plan i.e. formulate corrective action plans with the project delivery teams and monitor effective implementation.
- Own and undertake appropriate assurance of the core control deliverables and provide support and guidance to the wider project team.
- Manage through co-ordination the optimisation of all resources for efficient delivery within your Area of Responsibility including liaising with the delivery teams to make sure the resources are booked as per commercial agreements and within budgets.
- Maintain, develop, manage and standardise the process, procedures for the management of resources within your area of your responsibility.
- Manage, collate and analyse data for all stakeholders to provide accurate and timely information in respect to the local KPIs.
We need you to have: Essential
- Proven experience in team management, planning management support and delivery of projects.
- Educated to degree level in a relevant discipline or equivalent demonstrable experience.
- Membership (or working towards membership) of an appropriate institution.
- In depth understanding of programme and project controls processes and systems
- Detailed knowledge and experience of investment principles, support disciplines (risk, estimating, planning, cost and value management) and their supporting technology solutions.
- Ability to undertake structured analysis to problems and lead the implementation of business-wide solutions.
- Ability to communicate and influence key stakeholders at all levels of the organisation this should include Customers; 3rd party representatives, other business & functional leaders and key support personnel.
- Demonstrable ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status)
Desirable
- A Project management qualification or evidence of managing complex programmes
- Knowledge of Programme & Project Management techniques such as (APM; Prince 2; GRIP; MSP etc.).
- Knowledge of Network Rail’s assets and how they are managed.
- Successful experience of working in a railway environment.
- Experience in report writing, numerical data manipulation and system interrogation / analysis
