Brief Description
We are looking for a dynamic procurement professionals to join our team!
Our team is split across the Eastern Region, and the roles can be based in York, Derby or London Stratford. We have a great team ethos of supporting and developing each other supported by a minimum expectation that individuals are in the office a minimum of 3 days a week.
You'll work closely with your customers and our business experts to undertake pre-market engagement with the supply chain, draft contracting strategies and tender documentation. You'll be the expert, advising senior stakeholders, leading the procurement, and mentoring other members of the team. You will have excellent communications skills, both written and verbal, be proactive, have in depth experience of the end-to-end procurement process, be happy to challenge and be challenged and be prepared to go above and beyond to support our customers and your team.

The Eastern procurement and commercial strategy team is responsible for awarding contracts for works and services to support passengers in the North East, East Midlands, East Coast and Anglia Routes by keeping our rail infrastructure operational. We equally support our capital programmes across the Region and other directorates from property to strategic planning, meaning we have one of the most varied and wide reaching portfolios of the Network Rail C&P teams.
Our activity includes establishing one-off contracts, framework agreements and sourcing within frameworks. Some of our key projects include awarding contracts to support track renewals, civils and building works, structural examinations and assessments, major projects, overhead line renewals and station inspections and upgrades.
Understanding your customer's needs will put you in the best place to identify the optimum route to market and put in place category and contracting strategies that embrace change, innovation, creative thinking and deliver value for money. We want you to bring us new ideas to help:

About The Role (External)
Some Key Accountabilities of the role:
What will your main responsibilities be?
- Develop procurement strategies that complement the strategic business plan or 3 rd party investment and use a range of analysis to select the most appropriate route to market that delivers the optimum value for money.
- Perform the full range of procurement and contracting activities including pre-market engagement, pre-qualification, tender management, negotiation and preparation of contracts.
- Provide procurement advice on a regional wide basis and/ or relating to specific portfolio issues.
- Support pre-contract procurement of main contractors and where appropriate actively influence the procurement of sub-contracting activity by the main contractors.
- Exercise compliance with Network Rail policies, procedures and governance and legal (including EU Directives) and regulatory requirements.
- Manage a range of preferred suppliers developing positive supplier relationships aligned to business objectives.
- Identify cost reduction and efficiency opportunities and contribute to the achievement of efficiency targets for a specific portfolio.
- Manage the process for the measuring of supplier performance so that effective feedback takes place to facilitate continuous improvement.
- Exercise delegated authority to procure in accordance with established policies and governance.
- Manage direct reports to help develop their competencies and delivery of outputs.
Essential Criteria:
- Sound commercial aptitude and sound knowledge of relevant Supplier Market.
- Varied and successful procurement and contracts background with experience of negotiation and developing and implementing procurement and contract strategies.
- Ability to communicate strategies and concepts simply and effectively and to persuade and influence stakeholders.
- Knowledge of EU Procurement Directives/Procurement Act.
- Awareness of contract requirements safety and contract requirements environment.
Desirable Criteria:
- Line management experience.
- Knowledge of e-procurement.
- Membership of relevant professional institute.
- Knowledge of the rail industry.
- Educated to degree level.
- Knowledge of Crown Commercial Services frameworks.
